Position Title: CHIEF OF POLICE

Details: Background: The City of Savannah and Chatham County, Georgia are seeking a candidate for the position of Police Chief for Savannah Chatham Metropolitan Police Department (SCMPD). Savannah is the Chatham County seat and the northernmost coastal county in Georgia. The area has experienced strong economic growth as one of the largest industrial counties in the state and is supported by a diversified employment base with the growing Port of Savannah. In addition, tourism and the service industry account for almost half of the County’s employment. The National Landmark Historic District in downtown Savannah is the number one visitor attraction in Georgia with over 6 million visitors a year.  
The City and County merged police departments in 2003, and now the Savannah Chatham Metropolitan Police Department serves a diverse population of approximately 202,000 citizens. SCMPD is responsible for all areas within the City as well as unincorporated Chatham County. There are 606 sworn officers and 240 civilian positions within the department operating on a budget of over $68.4 million. The Chief of SCMPD reports directly to the City and County Managers.  
Job Summary:
The ideal candidate will be a highly capable police leader with strong interpersonal and communication skills, and someone who can quickly engage and develop effective community partnerships. Organizationally, the Chief must set objectives, implement innovative crime reduction and prevention strategies, and achieve improvements in public confidence by being a forward thinking individual who can leverage technology and information to maximize crime fighting resources within the community. The City of Savannah and Chatham County are looking for someone with the proven ability to direct aggressive, analytically driven neighborhood-oriented patrol. Management experience should include the development and implementation of effective strategies for prosecution and interdiction of repeat offenders and a reduction in juvenile crime. The Chief of SCMPD should be of strong character and integrity with a willingness to sustain the improved capacity of the department and help create a safe and secure community through partnerships, leadership and an unwavering commitment to excellence.  
Minimum Qualifications:
Qualifications for this position include a Master’s Degree in Police Administration, Law Enforcement, or related field; with five to seven years of experience in upper level police management. The candidate must be P.O.S.T. certified in the state of Georgia or obtain certification within six months of employment.

Position Title: COMPENSATION AND COMPLIANCE MANAGER

Under general direction of the Human Resources and Services Director, manages the development, coordination and implementation of activities in the areas of testing, placement, performance evaluation and position control, classification and compensation, affirmative action planning and development, legal compliance, and strategic planning and performance improvement; develops and conducts Assessment Centers for promotion; assists in developing policies and procedures; conducts training in the area of compensation and compliance. Work is reviewed through personal conference for compliance with relevant Federal, State and County criteria; completeness and accuracy of gathered data; soundness of professional judgement; quality of written reports; quality of work of support staff; and quality of relationships with County employees and general public. Performs other work as requested.  
Minimum Qualifications:
Bachelor's degree in Public Administration, Business Administration, Psychology, or closely related field (Master’s degree preferred), supplemented by six (6) years of progressively responsible technical or professional personnel administration experience, including a thorough knowledge of basic pay and classification systems, basic public job analysis methods, federal, state and local ordinances, and rules and regulations applicable to personnel administration; or an equivalent combination of training and experience. Possess thorough knowledge of automated human resources information systems and spreadsheets. Supervisory experience required. Possess excellent oral and written communication skills. SHRM, IPMA or comparable professional certification preferred.

Details: Job Summary:
Under general supervision, performs law enforcement and public safety work in the custody and security of jail inmates. Position requires close physical contact with inmates and direct contact with the public. Position is one of possible high stress and verbal and/or physical confrontations. Position requires that the candidate should be able to respond to any location within the jail by running. Position requires that the candidate should be able to successfully rescue an unconscious/injured officer by moving them to a safe location. Position also requires lifting (at times heavy). Written reports and mathematical calculations are required. Communication skills are critical to performance of duties. Candidates must be able to follow written and verbal directions, and work different shifts as assigned. Candidates must be able to perform multiple tasks successfully under different degrees of circumstances. The Chatham County Sheriff's Department supervises inmates under the "Direct Supervision" concept. This requires candidates to work under conditions requiring direct contact and supervision of inmates for an entire shift. *Notice: A conditional written agreement is required for this position.  
Minimum Qualifications:
High school diploma or GED (no online high school diplomas), supplemented by three (3) years work experience involving public contact; or equivalent combination of training and experience; ability to complete Georgia Peace Officer Standards and Training Certification for Jail and Peace Officer. Valid driver's license; must be at least 20 years of age. Physical ability to defend against inmate attack, ability to lift approx 20 lbs.; ability to push loaded carts; ability to climb stairs. Vision requirement must be 20/20 or 20/40 corrected. Effective January 1, 2007, there is a physical agility test that is required by candidates for the position. The agility test requires candidates to run 900 feet and to successfully drag a 160 pound dummy approx. 40 feet. This is a one time entry level test.  
Special Requirements: Must undergo physical psychological and psychometric tests, observed urinalysis drug screening and background investigation (charges involving drugs or moral turpitude may disqualify candidates), driver's history (a record of numerous traffic infractions or pattern of disregard for traffic laws may disqualify candidates), and credit check. Must be able to successfully complete First Aid and CPR certification as required. Applicants must submit copies of last seven (7) years driver's history for all states candidates possessed a license, birth certificate, high school diploma or GED certificate, social security card, all applicable documentation of relevant training and DD214 long form if applicable, current marriage license and all divorce decrees, and dispositions of any arrests with application to be eligible for testing. Details: Job Summary:
Under general direction, plans and conducts complex internal audits of financial and accounting systems, as well as operational and compliance audits of County departments and external agencies. Performs contract audits. Identifies internal control weaknesses; prepares audit reports. Verifies reliability of accounting records and financial reports. Makes and follows up on recommendations. No overnight travel.  
Minimum Qualifications:
Bachelor’s Degree in business administration, accounting or a closely related field, supplemented by five (5) years experience in professional internal auditing; or an equivalent combination of training and experience. Possess knowledge of principles and practices of financial and operational auditing and application to governmental accounting, County government functions and practices, including governmental financial and budgetary processes. Must possess working knowledge of Information Technology and its use in communications, financial accounting systems and data management. Must possess effective oral and written communication skills. Possess knowledge of personal computer operating systems and applications, including word processors, spreadsheets, databases, data extraction and analysis and use of the internet. Public sector experience desired. CPA, CIA, or CISA preferred. 

Position Title: LAW ENFORCEMENT RECORDS SPECIALIST II

Details: Job Summary:
Under general supervision, performs a wide range of advanced clerical and secretarial tasks in providing records information to law enforcement personnel, the general public and professionals. May supervise support staff. Position requires use of independent judgement and thorough knowledge of standard clerical procedures; assists public by phone and in person. Must be able to work any shift.  
Minimum Qualifications:
Graduation from high school and four (4) years of clerical or office experience, or an equivalent combination of training and experience. Possess ability to maintain confidentiality of information. Ability to supervise others and communicate effectively; must be computer literate; 45 wpm typing. Clerical Testing Required. ALL TESTING MUST BE SCHEDULED AND COMPLETED PRIOR TO SUBMISSION OF APPLICATION. 

Position Title: LIFEGUARD (Part Time)

Under general supervision, monitors the behavior and activity of patrons in the pool; provides a safe environment for swimming, enforces rules and guidelines of the Aquatic Center. Minimum Qualifications:
Minimum of sixteen (16) years of age. No previous lifeguard experience necessary. Lifeguards must take and pass the StarGuard Training Course. Must be willing to learn and adhere to all related guidelines, rules and regulations and required training. Possess ability to provide instruction/training to patrons. Must be able to maintain good customer and employee relations. Must possess valid Georgia Driver’s License.

Under minimum supervision utilizing a light truck, assists in gathering mosquito surveillance information, collects blood samples and maintains sentinel chicken flock. Performs manual labor.

Sufficient stamina and motor skills to perform manual labor and to walk long distances over rough terrain; must be able to lift up to 50 lbs. Details: Job Summary:
Under administrative direction, performs managerial work of considerable difficulty, administers and supervises all centralized government procurement, manages surplus property program, to include warehousing , disposal of surplus property and oversight of fixed assets program for the County. Supervises, trains, and reviews work of staff. Develops and monitors Purchasing budget. Work involves a high level of inter-departmental cooperation with all County department heads and elected officials. Presents written and oral reports to the County Manager and Board of Commissioners.  
Minimum Qualifications:
Graduation from an accredited college or university with a Bachelor’s degree in Public or Business Administration, or related field, supplemented by five (5) years progressively responsible professional experience in governmental purchasing administration; or an equivalent combination of training and experience. Possess outstanding analytical skill and ability to present findings in a convincing, diplomatic manner. Possess strong management, leadership, interpersonal and writing skills. Possession of a valid driver’s license. Supervisory experience is required.  
Special Requirements: Background check is required. Current professional certification designation as CPPO, CPM, CPPB, or other recognized certification preferred.
